Percentages are out of 100. That is what it means. To help you remember this, think of a century is 100 years, a centurion was in charge of 100 legionaries, dollar has 100 cents in it. The symbol for percent is %.
Say you want to find what 45 out of 60 is as a percentage, you do 45 divided by 60 and then times the answer by 100, which would give you 75%. Note that you end up with a percent answer here.
Say you want to find what 35% of an amount, say 200, is, then you need to do 35 divided by 100 then times that by 200 which would give you 70 as the answer. Note that this is an amount and not a percentage.
